At the time of Austro-Hungarian rule, the city was a military stronghold, with the Trebinje garrison numbering around 4500 soldiers and officers. A report from February 1916 mentions as many as 7500 soldiers and officers stationed in Trebinje, but the capacity of this military complex could accommodate even more.
Construction of the system started in 1883, after the Austro-Hungarian military and political plans in BiH came up against unforeseen challenges: first the harsh resistance to the occupation and then the uprising of 1881 against the introduction of mandatory military service. When the Austro-Hungarian army conquered Bosnia and Herzegovina in 1878, most fortifications were in a state of disrepair.
